Mr. Félix Vélez Fernández Varela has a Minor of Economics from The Instituto Tecnológico Autónomo de México (Mexico Autonomous Institute of Technology) commonly known as ITAM. Mr. Vélez has the Master Degree in Public and International Affairs at Woodrow Wilson School of Public and International Affairs from Princeton University. He is candidate to a PhD in Public Policy from Princeton University.

He has actively participated in the academic field with the ITAM, as Director of the Master Program of Public Policy (1997-2006), Mr. Vélez has taught at the Academic Department of Economics; the Academic Department of Political Sciences (1987-2013) and the Academic Department of Actuary. He has supervised more than 50 theses of undergraduate and graduate studies.

In the Federal Government of Mexico, he has collaborated since 1982 as a financial analyst of the Ministry of Finance (Secretaría de Hacienda y Crédito Público); since 1983, Mr. Velez has served as economic advisor in various agencies and entities such as INEGI (1983-1985), Office of the President of Mexico (1988-1989); Undersecretary of Planning at the Ministry of Agriculture and Water Resources (Subsecretaría de Planeación de la Secretaría de Agricultura y Recursos Hidráulicos) (1990-1992); and as Adviser of the Ministry of the Agrarian Reform (2000) (Subsecretaría de Política Sectorial de la Secretaria de la Reforma Agraria). From June to 2002 to January 2004 he was Director General of Agrarian Policy and Planning of the Ministry of Agrarian Reform (Director General de Política y Planeación Agraria de la Secretaría de la Reforma Agraria). He also participated in studies for the Ministry of Natural Resources (SEMARNAT Spanish acronym) related with contamination in hydrographic river basins.

From 2006 to July of 2008, Mr. Vélez was Undersecretary for Planning and Evaluation at the Ministry of Social Development (Subsecretario de Prospectiva, Planeación y Evaluación de la Secretaría de Desarrollo Social), and from July 2008 to 2012 as General Secretary of the National Council of Population (Consejo Nacional de Población CONAPO) and Undersecretary of the Office for Population and Religious Affairs of the Ministry of Interior (Subsecretaría de Población y Asuntos Religiosos de la Secretaría de Gobernación).
